Extended Capacity Manager Error

Thread needs solution

When attempting to allocate the remaining 746GB of a 3TB drive on Windows XP 32 Bit Pro I get the following error:

An error occurred while working with Extended Capacity disc driver. (0x1800009)

The following troubleshooting steps were attempted with no resolution:
-I attempted uninstalling and re installing the software.
-I rebooted the computer
-I moved the drive out of an external enclosure and connected directly into the SATA motherboard.
-I tried multiple SATA ports and cables.
-I diskparted the drive through the command prompt and reinitialized and formatted the 2048GB partition.
