Incremental backup question

When I add incremental backups to a disk image, are files deleted since the last image noted as deleted in the new incremental backup? My concern is if I delete multiple large files and fill the disk space with new files, a disk restore could exceed the available space on the partition if previously deleted files are included in the restore.

The restore will return the drive/partition to the same state as when the image was created. If FileA was included in IncrementalA and then deleted before IncrementalB was created, restoring IncrementalB will not restore FileA.
