Migration from Windows 7 to Windows 10 with True Image 2013

I have my old latop with Windows 7 and True Image 2013. I have a new laptop with Windows 10 and SSD.

I want to transfer data from the old laptop to the new one. It would save time to transfer settings also (for example, from Outlook 2010 to Outlook 2016). it would be nice also to transfer apps but not all of them because I would prefer to install the newest version for some of them.

Can True Image 2013 do all that, or only transfer data? Can True Image 2013 run on Windows 10? Can True Image 2016 do something better for my case than 2013?

I searched on the internet and I also saw that Laplink PCmover professional can transfer data, settings and apps from Windows 7 to Windows 1. Is it better than True Image for my task?

Acronis True Image will not do what you want it to do.  You may have read that ATI can do a Universal Restore of an image to different hardware.  But if you restored an image of your old Win 7 machine to your new Win 10 machine using universal restore, your new machine would be converted to a Win 7 machine, which certainly is not what you want.

Now, you could install the Win 10 upgrade onto your Win 7 machine, perform a disk mode backup, and restore that image to your new machine using Universal Restore.  However, there are a lot of issues that could arise.  ATI 2013 is not certified by Acronis to run under Win 10.  So you might not be able to complete a backup. You might have a Win 10 serial number issue with Microsoft, which probably would be resolved, eventually.  All in all, this is not a good idea and certainly not recommended.

Your best option may be to look at other software solutions.
