Network connection speed limit setting has no effect

Have set the "Limit transfer rate to:" 1 kbps which I understand to mean 1 k bytes/sec but backup to Acronis Cloud still operates at the full upload speed of my ADSL connection.

How can I limit the network speed, please?

How are you measuring the upload speed?

I measure in two ways:

1) Look at Task Manager - Network. This shows about 0.6% of 100Mbits/sec.

2) Look at traffic graph in the router (Vigor 2910). This showed about 550kbits/sec. This was for the first backup, which took a couple of hours for about 1Gbyte.

Both these figures are exactly consistent with my ADSL upload speed.

Clearly, I want to limit the upload usage so I don't saturate the ADSL bandwidth. This is what I understand the speed limit setting to be for, and this facility was the reason for choosing Acronis.

I use the Windows 7 gadget "network meter" shows around 4.7Mbit/s which is close to the published uplink capacity of my ISP (Frontier in Oregon, USA). At this speed mine initial load should be done in 2-4 days which is faster than my prior backup provider, so I'm happy about that. But, my telecommuting is suffering as the connection speed limit does nothing for me. I will explore a QoS type solution but not sure my vendor provided device can support QoS (or that I can figure it out).
