I have a different computer with a new blank hard drive.

How can I restore from a backup USB external drive (WD My Passport Ultra)?

Start your computer with the bootable recovery disk. During the restore wizard you can select your source and destination drives, assuming that your backup was a complete drive/system backup. I did a restore this weekend from an external USB drive. Works like a charm. If you do not have a bootable restore cd then you are kind of out of luck.

However, you might get issues once the restore is done because if your computer is completely different from what it was then it might give you all kinds of OS level errors and issues.
