Partial system restore

If I have a full PC back up of my C drive system files and my D drive data what happens if I format the C drive and install Windows 7 instead of Vista. Is it possible to restore all of the other software programs other than the Vista operating system.
Am looking for a quick way to do a clean instal of Windows 7. Above would let me have easy method
