PLEASE STOP running shutdown scripts!

Why does Acronis TIH keep trying to run shutdown scripts tied to the following file - C:\Program Files\Common Files\Acronis\Schedule2\schedhlp.exe? What is the supposed purpose of this shutdown script?

This thing sits there doing nothing until I have to do a hard restart of my system.

The solution is to run gpedit.msc, then go to Computer Configuration --> Windows Settings --> Scripts (Startup/Shutdown) --> Shutdown

and then remove the Acronis shutdown script.

Unfortunately, Acronis insists on putting this junk back whenever you do an update or load a new version, so you have to remember to revisit this area.
