Portable drive not starting when I try to clone laptop drive

When I try to clone by laptop hard drive I get a message saying that my portable has not come up to speed click yes if you want to wait for it to come up to speed after several try it won't come up to speed I click no and it's back to booting up the laptop. The portable drive is brand new and is a 2tb made by Seagate it works perfect when I run a backup anyone have help for me.

My Acronis build is 6525
Windows 7 64 bit Laptop is a Dell Inspiron 17 5000 series
