"Program cannot execute" upon startup, no access to OS

My netbook battery ran down all the way and won't boot properly now. I've charged it fully and get an error stating the program can't execute with a few startup options that don't work. I'm not able to get to the computers restore partition either. This PC has no CD or DVD disc drive and I have no disc for it's recovery anyway. Is there a method to recover the OS installation I have on the netbook now, or a way to recover my recovery partition?

All I've done is install Acronis and made a small partition on the hard drive quite awhile ago. I haven't installed any other OS. Windows Starter is on there now.

Most likely your computer can boot from a USB flash drive. With another computer, you could create a windows recovery USB drive and try to repair your installation with it.
If you have a full disk backup done with Acronis, you can also create a USB-based Acronis recovery medium and use it ot restore your backup.
