Restore after Reformat/Reinstallation of Win 7 Professional 64 bit

I would like to reinstall Win 7 Prof 64 bit and restore all my data afterwards and am not sure the best way to proceed. I'd like to avoid having to reinstall all my programs. What sort of backup should I perform to restore everything as it was prior to reinstall? Should I reformat the HD before reinstalling Win 7?
