Restore to a different size hard disk

I have a 250gb ATA drive that is beginning to die (the platters are making noise periodically), so I would like to restore my system to a new drive.  Is there any way to do a restore to a larger drive (say a 750gb drive) and still get the use of the additional space?

Using TI, you can either clone or restore with resize to use the additional space. My personal preference is to create a backup image and then restore with resize.
