Restoring backup to system drive - how?

So I backed up my win7 install to a usb drive, did a format and reinstalled win7 to the same SSD system drive. I was troubleshooting an issue with a program, thought a clean install might help. After realizing the re-install didn't help I wanted to recover the image saved on an external drive.
I plugged in the USB drive, ran ATI in windows and opened the backup. I clicked restore. It asked me to reboot and I did. Then the boot seq got to starting acronis loader and just stood there for like 10 mins.
What am I doing wrong? Or does the ATI 2014 STILL need a boot CD to run?
