Restoring programs only?

I have been using Windows 7. All of my ATI backup files (tib) are working well for restore.

Is there a way to restore "program files" and "Program Files (x86)" (excluding windows 7) from windows 7-tib onto Windows 8.1?

No. Please consider the cause and effect relationship of this operation. Your installed programs whether 32 or 64 bit exist in their physical location, as well as in the registry. Merely copying the folder from one windows installation to another will not bring the registry information needed for the programs to exist or run under the new operating system. The architectural differences between the two operating systems (including application dependencies) also makes this impossible.

What is possible is installing the programs you want on your new OS and restoring data from an existing back up for them to use.

Example, you have SQL server backed up in an image from your old machine. You install SQL server on a new machine and restore just the databases from the old image to is respective place on the new system.
