Should ati 2010NSB be considered as an image or as a file save?

Hallo,
Ive already learnt that you cannot recover from a NSB when using the emergency boot media. However, I still dont know in case of a computer which is up and running whether it is possible to restore the full system partition - not only selected files.
As far as I have seen, when restoring from NSB, it will always try merging files with the actual media without overwriting them. Under these circumstances, is full image recovery from the NSB possible at all?
