SmartScreen Filter Doesnt work after restore

Hello,
Changed hard disk recently and restored my backup to the new disk, everything is fine except that my Internet Explorer SmartScreen filter no longer works and keeps saying " Unavailable"
Seems strange but thats how it is ! Kinda weird and i cant seem to fix this issue. Thanks.
Windows XP Pro. Internet Explorer V8.
