Is there full support for 32bit UEFI system restores?

Does the limitations on full system restores found in the following knowledge base article still apply

or has this limitation been fixed for 2015?

There is a new MediaBuilder option which for me appeared once I had installed the Universal Restore program.

I am unsure though if it allows a 32 bit UEFI version to be made, there are two universal booting options apart from the others a 32 bit and a 64 bit, but only the 64 bit specifically states UEFI compatibility.

Given that 32 bit UEFI is not specifically mentioned on the menu that you described, while 64 bit is mentioned, I have to assume that it is not supported.

It is not. However, SnapDeploy 5 is 32/64 bit UEFI boot supported!!!! It bothers me to no end that they still don't support it with ATIH since it's very possible to do so. The good news is that there is a very simple work-a-round that works quite well and it involves nothing more than using SnapDeploy 5 to create your bootable media instead of ATIH.
