tmp files in Time Explorer sub-folder

I have several files named acr*.tmp in the Time Explorer Storage subfolder "76229B85-6009-45CA-9620-44A93BA96D2E". Most are 0KB in size, a few are larger (46,384 KB).
1. Why are they there?
2. Can I safely delete them?
