True Image 2014 Premium 3 PC's Serial Code ---Only allows 1 activation?

We purchased a few packages of True Image 2014 Premium 3 PC's Serial Code
back in December, we are now trying to get all of them installed and activated,
so far in every case, when we try to activate the 2nd computer (which should be ok) it tells us we are trying to activate on a 2nd computer (DUH) and won't issue an activation code. are these packages defective? if so we will be shipping them back, we bought licenses for 12 machines and have only been able to activate 4
Any Ideas?
