Trying to move licence

I have ATIH 2012 installed on two computers. It is activated on my laptop, but I want to move the licence to my desktop PC. When I go to "Help>Activate" on the desktop PC, a message box appears and says "Activating the product". After less than a second, the message box disappears and nothing further happens. What's my next step? (PS: I have run the repair program at least twice and this does not fix the problem .)
