Universal Restore with User and Program Data Folders Moved to Another Drive

If a system is setup doing a clean install Windows 7 with sysprep/audit to move the user and program data folders to another physical drive, can the system be restored using universal restore to a bare bones system?
Furthermore, can a clean install done in the above manner be cloned using universal restore to a new system?
