Which drive to install true image
My PC has a 2tb hdd (40% used) and a 60gb ssd (98% used) only about 500mb left. I have purchased a new 250gb ssd with true image, my question is, should I install the software to the hdd or ssd assuming 500mb is enough space?

500MB might be enough to install the software, but you will probably have issues running it or other software after that.
Since your goal is to upgrade to the bigger SSD, I wouldn't install ATI in Windows. Just register the software, download the bootable ISO from your Acronis.com account and boot the computer on it. Then do a disk backup of the current SSD, disconnect the current SSD, install the new SSD at the same spot and reboot the computer on the recovery CD to restore the image to the new SSD. Then you can install ATI in Window son the new SSD.
