Installing TI2012-7133 Win7Pro Laptop and getting Windows Installer Error

Wondering if you've seen, know of successful way to fix the Installer (service).

I should say that I did Goggle it, and have tried (with no success) a few of the suggestions, including checking for file in Windows\System32, reviewing registry for it's presence as well as registering the file mentioned while in Safe mode with no luck.
