WinPE Universal Restore Media fails to boot with error "The system cannot find the file specified"

I have Update 2 installed on Windows 10 x64 which is supposed to have fixed this issue.

Is there something else Im supposed to do. It occurs every time?

How can I check Im running the right addons or whatever.

When I open TI, it says Im running build 6613

I have reinstalled windows 8.1 ADK, TI, and UR addon.

I have tried recreated the ISO 4 times and even removed all add-on drivers.

Any ideas.

Right now, I have no way of restoring in the event of an issue. This is driving me nuts
