SSD died so this is a new install. Ran successfully for over a year; new install is pretty much the same configuration as before, if anything, it's a cleaner install. TIH installed fine, starts up, no errors. Then it just dies. after maybe a minute or few. No real rhyme or reason - except that it's obviously doing something with the DLL and doesn't like it.
Kind of disheartening to find a couple dozen of this error strewn about the forums and that not a single one has a resolution... :-( Ran through all the troubleshooting steps in other threads: clean temp, uninstall, reinstall, shutdown all non-MS services and startups, chkdsk, sfc, etc... No errors found in any of the diagnostics steps and no change in TIH (mis-)behavior.
In digging deeper, I did note that the SnapAPI and Scheduler executables in the v6942 installer are earlier revs/older than the files contained in the SnapApi586 and Scheduler461 patches, so I installed those (as they were installed before). No change. As an aside, I did find a thread here where someone from Acronis was going to sticky some info on which updates should be installed with which versions but never found the sticky.
Fault code 0x40000015 indicates a STATUS_FATAL_APP_EXIT, which means the app caused an unhandled runtime exception during shutdown or asked the runtime to terminate in an unusual way. What TIH was trying to shutdown at the time? No idea.
I have the AcronisInfo report and a collection of dmp files available to email to someone at Acronis if they want to take a look.

did all that. no change. it would seem to be easy enough for tih to specify a specific version of the vcrRedist files.
installed it on an xpsp3 box. errors out with what i assume is the same error but since xp doesn't write it to the event log - just throws a dialog that the runtime was ended in an unusual way and to contact the application's support - there's no way to be sure. tih doesn't write anything to any log file that i could find (PF\acronis, pf\common\acronis, D&S, etc...).
