I have Widows and Programs on one drive, and data files on another drive. When I want to make a bootable DVD, do I only include the drive with windows and the programs, or do I include both drives?

Do you mean Acronis True Image's bootable Recovery Media? That is a disk or USB flash drive that you would boot from in order to perform backups, validations or recoveries. It does not itself contain any data from your drives.

If you mean that you want to use Acronis True Image to make a backup to an external drive, the safest, simplest, most complete backup would be a full disk mode backup (selecting the entire disk). That would include all partitions, even hidden ones, so it allows for the most comprehensive recovery.
