Question regrading WinPE?

Hey,

What is the difference between rescue bootable CD that can be created within TI2013 and the WinPE that can be created using the Plus Pack and AIK?

The standard rescue CD is using Linux as the OS, and Linux drivers. Your mileage with support of hardware will vary. The Linux version is fast to boot.
The WinPE version is using Windows drivers. Support of hardware is excellent, include network, etc. It is a bit slower to boot.
There is no difference in performance or features at the ATI application level otherwise.

I found this tutorial on how to create a WinPE based ISO, but in the tutorial, they are using X86. Should I create the CD with X86 if I have X64 machine?

The Acronis True Image program that runs in WinPE is a 32 bit application, therefore the WinPE winpe.wim file that is to be used, and the Acronis WinPE based Rescue disk that will be created from it, all need to be 32 bit. Even if you customize the WinPE Rescue Disk, any additional drivers that you add to it, also need to be 32 bit. If you do a restore to a new system with dissimilar hardware and the new system is using a 64 bit OS, when using the Plus Pack Universal Restore feature, 64 bit drivers will need to be made available for use during the restore. This is also true of the Linux based Acronis Plus Pack Rescue Media as well.
