File Recovery very slow

I am recovery a directory from a Partition backup. It is from a USB3 disk to a USB3 disk. If I copy between the devices I get approx 60MB/s. The recovery is giving about 2MB/s. The estimated recovery time is at 10 hours and rising each "click"!
Is this normal. CPU priority is set to low but showing 100%. Oddly windows explorer is showing approx 20% of cpu and Local Security Authority process approx. 8%.

Is this normal?

If I run Acronis as Administrator the CPU drops to 99%. It seems to run marginally faster but not much. But Explorer now takes about 10% CPU and the Local Security Authority Process approx 8% still.
Nothing else is running.

Ok guys I am not asking you to fix my problem, just tell me if this is unusual. Do other Windows 8.1 users with Acronis 2015 get good restore rates. If yes I will go away and find my problem.
