Can I backup then restore all but the operating system?

Want to install fresh copy of Windows 10 without having to manually recreate /load files and programs. Current OS is Windows 7.Is there a way to do this?

I have never found a way !   Data files are no problem.  But programs once installed are part of the OS.  For example, how does a program support the thousands of printer that exist in world today.  Answer it doesn't.   It uses the operating system to print.  The OS knows what printers are available it has all of the drivers and supporting files and gives the operator the option of which one to select.  The program doesn't do that.    Same goes for just about every possible device you can connect to a windows system.  So, trying just to restore from a backup copy of a previous OS programs, when restored they will nolonger work.

 

You can backup and restore your files but not all the programs you have installed. You will have to re-nstall all programs in Windows 10.
