Error Message When Sending a Test Message in Notifications

Thread needs solution

All was working just fine and now I am not receiving  notifications when my backup session has completed. I checked all the information and it is correct.  I have not added or changed anything on this computer in hardware or software that should cause this to happen.

When I attempt to send a Test Message, I receive a 'NETWORK ERROR' MESSAGE

This is the Event Code : 0x0064022B+0x0000FFF0+0x80070003 copied and pasted here.  I tried finding this Event Code in the knowledge base and nothing shows up under this code.
