Can somebody explain me what's the difference between:

"Rescue Media Builer" and "Acronis Universal Restore" ?

The Rescue Media Builder is the main tool that most users will potentially need to use should they need to perform a recovery of their computer using a backup image created by Acronis True Image.

The Rescue Media Builder can create different types of rescue media on CD/DVD, USB stick or as an ISO file, where the media may use a small Linux Kernel OS or else can use Windows PE to boot into a standalone recovery environment.

Acronis Universal Restore is only needed when users are wanting to migrate their computer from one set of hardware to a different set, and then may not be needed if the OS is Windows 10 as this manages such hardware changes much better than earlier versions of Windows.

I would recommend creating the Windows PE version of the Acronis Rescue Media as described in the KB documents below.  I would expect this to be more reliable.
