Hyper-V is included in Windows 8.

Please tell me where I can find details for backing up and restoring Hyper-V VMs using ATI 2013

They can be backed up and restored either as physical machines - booting with ATI bootable media or installing True Image inside VM (with additional license, or Family Pack) or backing up their .vhd files . Backing up Hyper-V VMs without installing agents inside VM is available only in Backup & Recovery Vrtual Edition. (current versions are 11 or 11.5)
