Trying to clone a 500 GB spin drive to a 250 GB SSD in GPT

I am attempting to clone my first GPT drive and having no luck. Source is a 500 GB Seagate Momentus 5400 RPM destination is a 250 GB Crucial MX200 SSD.
About 70 GB used space on the source (which boots with no problem), used Clone Disk option with automatic settings. Was prompted to reboot into the Acronis Launcher, clone completed with no errors displayed.
When I try to boot on the Windows 8.1 machine, repair is initiated and ends with a notification that automatic repair couldn't repair the pc.
At a total loss here, have tried imaging with Active Disk image with same result.
Tried 2 brand new 250 GB Crucial MX200 SSD drives for the destination with same result.
Created a bootable DVD in Acronis, booted to it in the laptop, cloned the drive from the USB dock to the destination drive (while installed in the laptop).
Time required read 7 minutes, took about 45 minutes to complete, same issue.
Windows 8.1 tries to repair the pc unsuccessfully.
Is ATI 2015 not capable of preforming this seemingly simple task either?
