Is there a way to reduce a tibx file once removing restore point? I have seen in ports from the past saying this is not possible but I was wondering if anything has changed. If there is no way to perform this, is there a way to restart a new backup but keep some restore points?

It is impossible to reduce tibx file by deleting restore points: these blocks are marked for deletion in the resulting tibx file and will be re-used the next time for writing incremental backups there.

In order to reduce your tibx file and reduce a number of recovery points, we recommend using retention rules.
