Best backup for restore to new hardware

I have a SBS2011 server i want to completely move to new hardware.
the server is working and online.
my question is whether i should use the bootable media to make a static backup of the original server and then use that backup for the restore to new hardware. instead of using a regular backup that is created while the server is operating.
my concern is about whether the regular backup made while the server is running is truly a disk image. in addition some files could be changed by users during the backup.
it is not a problem to have the server down for 4-6 hours while transferring.
