Need best practices for a complicated system

Thread needs solution

Hello,
Its the first time, we use Acronis for Backup, so i don't understand a few things.

First our System:
we use a Win 7 Workstation as a small Server for a few PCs.
2 physical drives are in a RAID 1.
We have a Volume C:, where the system i installed, and a Volume W:
W: contains a crypted Partition (with TrueCrypt) witch files are mounted as Volume V:
An USB Stick holds a file for the Key, that is use at Systemstart to mount Volume V:
The Stick has to be removed within 10 Minutes, otherwise the Server goes down.
User data is stored on Volume V:

We want to use a NAS, to hold Acronis crypted depots.
These Depots have to use deduplication (DD)), because they are over slow VPN lines Connected.

Why is this so complicated?
We have to install many small systems, witch holds many personal data in small offices.
The offices are often closed, so we have to preserve that the Systems and the data will be stolen.
The officer has to remove the USB-Stick after Systemstart, so it is not possible to decrypt the files on a stolen system.
(i hope so...)

So, we can set up such Jobs:
1. Disk Based Backup of C:
2. File Based Backup of V: (because a virtual Drive is not possible to do with disk-backup)
3. Volume W: isn't backed up, because of the RAW Format for TrueCrypt.

the Depots are DD-Enabled and Crypted with 256 Bit. They are System Depots.
the Archives are not Crypted, because DD dosn't support crypted archives.

Now, we have understanding Problems with the Database of Acronis:
1.
I install the Database the Arcices on Volume C:.
But if C: hold the Database, what is in a case if the C: Partition is Lost, and we want to get the complete Volume Back?
I Think, DD needs this Database to get the newest Version of the Files.
But if we overwrite C:, then the Database is killed.
Did i need to have in adddition a Volume x in witch i have to install this Database?

2.
Is deduplication for V: possible (filebased)? my tests show allways the same size of the Backups.
Originaly we want to use Block based deduplication.

And if 2. isn't possible then:
3.
Did you know a Crypt-Tools for our Volume V: witch Acronis handle with Blockbased DD?
