Combined HDD/SSD in a Dell
OK, So I cloned the HDD to the SSD after I figured out that the SSD was not the C:\ drive. So now how to I swap the SSD to C:\?

If you're looking at another drive from another booted version of Windows (winpe or a full OS), there can only ever be one C: drive - the one that is booted up usually if doing this from a full OS. Windows, when in use, is always on C: (except winpe which is X:) so when you have another drive attached that would normally be C to itself when booted, will appear as D or E or whatever was available on the currently booted OS that is using C - clear as mud?
Long story short - C is the OS in use when using Windows and other disks that have Windows on it will have another letter just for that session.
As Ian mentioned, you need to use the bios to make sure the SSD is the drive that the bios is using to boot from now - change the boot order to make sure it's first. Likewise, on a Dell, you can press F12 after a reboot or cold start and use the one time boot menu. From there, you can manually select the drive you want to boot from. You need to make sure you pick the correct boot method though as there is likely to be a legacy option and a UEFI option. The one you use will depend on how the OS was actually insalled - legacy or UEFI.
