ATI 2018 stuck at "Applying User Settings"
A recent re-installation of ATI 2018 on a new computer.
After having backed-up successfully a few times, now when I try starting the program, the start cannot complete: it stays about mid-point of the progress bar while stating "Applying User Settings". I rebooted and had no other programs open: no difference.
Technically, this is not a freeze: the Windows 10 blue circle rotates and shows that it continues to apply the last request, and the computer continues to function. (This new Dell XPS tower has plenty of processing power and memory.)
Immediately prior to this problem, when I tried adjusting the settings of an old file-backup, I noticed that it took a very long time for the check-mark of each directory selected to display as checked -- sort of a slow-motion selection process: I decided to close the program and restart it, and that's what's happening now.
Would greatly appreciate your suggestions.

Thanks, Steve. Unfortunately, it doesn't seem to make a difference. Please see image: that's where it gets stuck.
My guess is I'd have to uninstall and reinstall. I know the program works well, and it actually did on this Windows 10 configuration, until just the other day.
If you have another suggestion, please let me know.

Based on the original posting and latest results, I would guess that the problem is not with the ATI installation but rather with the data. I'm not sure what all is read in when loading ATI, but it might be worth trying to get rid of the script file for the old backup that you were changing the settings for when the problem started (keep a copy first). Steve, I'll be interested to hear if you could name some other easy piece of data to "lose".

Sorry, Jordan. Sometimes I just assume things I shouldn't.
Anyway, in the folder C:\ProgramData\Acronis\TrueImageHome\Scripts you will find a script file for each backup task. It's not obvious which is which until you look at the contents of the file. They are atutally XML text files so you should be able to look at them and find the one for what may be the troublesome task. If you find it, just move the file elsewhere and then see if TrueImage loads OK.

Bruno is correct regarding where the script files are stored - sort in date order & check the one with the most recent date / time stamp.
If that doesn't resolve the issue, then it may be worth renaming the Database folder at the same path as the Scripts folder - rename to Database.old.
Note: You should stop all Acronis Services & stop all Acronis Processes before trying to do the rename as the folder / files within will be locked otherwise. Open Windows Task Manager to the Services page first & sort by the Description column to show all Acronis Services at the top, then stop each in turn, then open the Details page and stop any 'TrueImage....' processes there.
Further note: renaming the Database folder will cause the ATI GUI to lose all History information for the tasks until you either run these again or perform a validation of the tasks.
If all of the above fails, then a clean install of ATI 2018 may be needed.
