Clone laptop hard drive to another laptop with a smaller capacity hard drive

I need to clone a laptop with 256 GB PCIe® NVMe™ M.2 SSD to another laptop with 128 GB PCIe® NVMe™ M.2 SSD.

What is the best way to do it?

The first thing to do is to make sure that the existing installation will fit on the NVMe drive on the new computer as it is only half the size. 

The the approach favoured by power users frequenting the form would be to create a backup of the drive on the "old" computer and restore it to the new computer. I would do both using Acronis recovery media. I would use the simple recovery media which uses Win RE (see user guide section 11.1.1.1 Creating bootable media). The ATI 2018 Linux based recovery media may not recognise NVMe drives.

There are several things that you need to remember when undertaking this process. First, the two computers should be using the same operating system, for example Windows 10 x64 home (it is not essential for them to have the same build, but I would do so). You will also need to activate Windows on the new computer so that a unique digital Device ID is associated with the hardware (the least risk way of doing this is using you Microsoft account when logging into the computer prior to activation). 

There may also be licence issues with installed software. This may require you to remove some software from one of the computers.

we recommend using the backup and recovery method in this case. This method provides more flexibility and control over migration. See Migrating to an SSD using the backup and recovery method.
