running backed-up Windows 7 computer as a virtual machine
Is it possible to run a Windows 7 computer as a VirtualBox virtual machine? Is there a step-by-step guide to doing this for Acronis True Image backups? I'm talking about being able to run applications that were installed on the backed-up machine, not just being able to access data files from its hard drive.

You should be able to create a TI 2018 Win 7 OS full disk backup image file then, convert that image file to VHD using TI 2018 which will convert the backup image to a Virtual Disk (VHD). You can then run this Virtual Disk in a VM like VirtualBox.

" You should be able to create a TI 2018 Win 7 OS full disk backup image file then, convert that image file to VHD" -- is there any advantage to doing that, rather than just using Windows Backup built into Windows 7 to create the VHD?

The advantage, if you can call it that, is that you verify that a backup image converted to a VHD can boot in a virtual machine then restoring that same backup image to another disk would also boot. Therefore a full fledged recovery to disk is not necessary to know for certain that a backup image will be able to boot when restored to a disk.
