Failed to Start T & D

I have uninstall and reinstall Acronis true Image Home 2010 after several attempts to repair the installation. Each time, i remove all traces of the program file. I deleted all acronis entries in the registry. The Try & Decide fail to start after every fresh re-installation. If you look at the screen i attached, the reason why T & D will always fail to start because, even though the icon indicates T & D is OFF, the green arrow says it is " ON " and below, confirms T & D is running for 10 minutes. This is a program BUG, can you guide us how to resolve the issue ? I have tried all solutions on the forum to no avail
