How can I make drive bootable after a file / folder restore...

I am unable to do a partition restore due to some error / corruption in the backup image.
However, I am able to select root folder of hard drive as well as all the key Windows folders (c:\windows, Program Files, Program Data, User, etc.) that were on the original drive. It was a Windows Vista OS.
If I transfer the root folder and subfolders using the file / folder restore to a blank drive, will this drive be bootable as an Operating System drive? If not, is there any way to make it bootable so that it can function as if it were a clone of the other drive?
