How should I create rescue media?

Thread needs solution

Sorry if I sound redundant. But now that I have a new computer and Windows 8.1, which does not have a cd/dvd drive, what's the best way to create rescue media so that I could:

1. Boot into a crashed system and
2. Run TI 2013, browse for my portable USB HDD, which has all my backups
saved and recover my system?
I'm a nut for backing up and that's why I purchased TI but I need confidence it'll work when/if the time comes.

Oops, I forgot. I'm trying to replace the way TI worked booting from my rescue cd. It would bring me to a (I don't know what you call it but it's a primitive looking version of TI before windows boots up) program where I could perform many functions.

2013 and 8.1 is not compatible. Check this link.

Once you have 2014 installed, create a bootable usb flash drive.
Believe you need at least a 16 gb flash drive capacity.

Okay, all went well and checked it all out, works perfect. Again thanks.

PS. It only asked for a flash drive less than 1GB.

Interesting. Maybe I was confused.
The 16 was for a usb Windows Recovery CD.
