Is TI 2105 Win 8.1 compatible?

It surely must be. However, the attached shows my TI UI screen. There is no "Recover Files" button on the right panel, as described in the documentation.

Is my installation messed up?

Let first the backup complete. Then you will see the recover option.,

I have one complete full backup, and 6 nightly differentials. Doesn't that mean the backup has completed?

Yes. If ATI is done backing up (not the case of your picture posted earlier).

Your screenshot shows that TI is currently performing a backup, you can only restore files when it's not currently running a backup.
