Transferring setup to upgraded hardware

I am upgrading my system to a faster processor and also moving from Windows 7 32-bit to Windows 7 64-bit. I will be keeping the same hard drives. I would like to keep my current software setup and transfer it to the new hardware. Can I use an Acronis True Image backup to transfer my current setup to the new hardware and operating system? By "current setup" I mean that want to keep all the icons on the desktop, the quick start tool bar, etc.
Any help with with this would be greatly appreciated.
