Unable to remove "item ~PIB346.tmp". What is it? Is it Dangerous?

When performing System Cleanups I get an alert that Acronis is unable to remove "item ~PIB346.tmp". It just started showing up in the last few days.
What is it?
Is it dangerous?
How do I get rid of it?

Acronis System Cleanup can not delete "in-use" files/folders.
I'm not sure what program created or is locking the file open, but if you can find the file via Windows search, you can try and delete it yourself. If Windows complains that the file is in use by another program, you could use a third party utility to see what program is locking the file and unlock it if you wish to delete it. Also booting into Safe Mode may allow you to delete the file as it may not be "in-use" when in safe mode.

More than likely, it is just a temporary file created by one of your applications, and poses no threat.
