Using Bootable Rescue Media Builder
In following the steps outlined in the User's Guide for creating Linux-based rescue media, I got to selecting the media (CD/RW) and the creation parameters, placed a blank disk in the drive and clicked "Proceed". The Wizard reports "Processing", and then an Error Msg appears: "Device is busy (0x40010) TAG = 0x8B7F8138EBD33EC1 ; Retry/Cancel". Retry failed. Any suggestions for clearing this problem?

MudCrab -- Thank you -- I did as you suggested and Media Builder pulled it in and 'Builder was successful!! (I'm using a Dell Dimension 3000 with Windows XP Home.)
I had tried "everything else" (made a test-burn with a 3rd party burner (Roxio), checked for an update to the CD-DVR driver, etc) and was in the process posting about the problem (forgetting I had already posted a few days ago), when the "posting wizard" sent me to a collection of posts on this very topic. Your post Re leaving the CD tray open until Media builder asked for it (or pulled it in) was included. This Forum really worked for me!!
