Some of those comments are out of date (and it hard to know which are and which aren't). I'm using the 1903 ADK (along with the 1903 WinRE). I think the comments on how to obtain those are still accurate.
I believe it's still the case that the ADK level and WinRE level have to match so if you download an ADK that does not match your current level of Windows then you have to extract WinRE from a downloaded ISO (or maybe from other sources I don't know about).

We tested the new version (19.0) by creating a USB and DVD bootable.
Both were created in a single session and both booted without any errors.
Looking Good ! Many Thanks !

Created bootable 64-bit USB with MVP_ATIPEbuilder v 18.6. Used ADK for Win10 version 1511 and extracted the Winre.wim from the Win 10 v1511 ISO. Made all of the necessary changes to get WiFi functioning as well as mounting a network share. It boots and I have internet access via WiFi, my share drive Z is visible but Acronis does NOT see ANY of my hard drive partitions when I select Backup function. The 3 user partitions (C, D, E) are NOT bitlocker encrypted but BIOS IS set to RAID (even though I have a single NVME PCIe SSD). The imags was created on the machine I intend to use the bootable USB on and I did select the option to automagically get drivers. BTW, the file explorer does not see these drives (partitions) either. Any help would be appreciated. The laptop is a new Dell Vostro 5590.

Congratulations on getting the WiFi working.
There is a problem with the RAID controller driver. Use Device Manager in Windows to get the driver files. See this thread where I helped another user with a driver problem. Just user the RAID controller instead of the network controller talked about in that thread.

Question - What are the differences between using this and the universal restore tool that is available within the True Image product for restoring to dissimilar hardware?

Matt, the key difference is in ease of use by having a WinPE desktop type environment from which to launch both ATI or AUR without needing to reboot in-between, as well as having a file explorer, PDF reader, screen shot capture, web browser plus other tools that can be added.
The media created by the AUR creator is Linux based.

OK. So there was a time when this tool was the only way to restore to dissimilar hardware correct? It's been a while since I have used this so I'm trying to choose a wise path to moving to a new laptop and don't want to end up having issues when I attempt to restore to the new one.

Matt, the need for AUR when moving to new hardware has reduced with Windows 10 and it is not always needed now. If you restore a backup of your existing laptop to the new one and test if this will boot into Windows, discovering new hardware along the way, this will indicate if there are any devices for which you may need to use AUR?
Note: if your new laptop comes with a copy of Windows 10 installed & activated, then make a backup of this before doing the above.
