Since it's not stated, would I be correct in assuming that the Bart PE and Safe Media plug in downloads are *not* build specific, i.e., so need to redownload?

They change with every build. You would need to download it, install it, and create new boot media. If you're not using either the Safe Mode or BartPE versions, don't worry about it.
