Are there any license agreements or practical demands that would prevent the legitimate use of TI Home for a small business? Workstation seems like overkill for many small biz applications.

I'm not a lawyer but http://www.acronis.com/support/eula-home.html :

The Software and Service are intended and offered only for lawful use by individuals or organizations with the legal capacity ...

imho 'organizations' passes for a small business. If you don't need to backup to tapes, SFTP, or use sophisticated schedule schemes and other things described here http://kb.acronis.com/content/7540 it must be ok on the technical side too.
