when convierting a tib file to a virtual, it fails to boot.

I have been trying to create a virtual machine from a tib backup to use in hyper-v as part of our disaster plan. I create the backup, and then try to convert to a virtual, but the virtual fails to boot.
Backed up machine is a windows 7.
Backup location is a server 2012 shared drive.
Using hyper v manager to create the machine.
